1.When Gutterson says "Green Valley is as much a verb as a noun" he means Green Vally is just as much alive as it is a place. It refers that the community is growing, and has is doing actions of its own. The laws prohibit and require people do to certain things like " On a spring evening after eight o'clock it is possible to drive through miles of them without seeing a single human being" (p. 184).
2. Gutterson's tone is very relaxed, but negative. As he says on page 184 "That Sunday afternoon I made my way along peaceful boulevards to Green Valley's civic center, persumably a place where people congregate".
3. I agree with Gutterson that suburbs are not safe. Problems will follow someone where ever they go, and if you gather two or more people in a room there will be differences. I can remember seeing kid move school to excape their problems just to fin new ones.
